Transportation and Public Safety

The Township of Southgate provides maintenance and construction on approximately 482.1 kilometers of roads. Approximately 203 of these kilometers are hard surface, and about 288.6 kilometers are gravel surface. In addition, maintenance and repairs are carried out on 676 culverts, 766 road signs, 127 bridge structures, 285 street lights and the Maple Grove Cemetery in Dundalk. There are works depots located in Holstein, Dundalk and Hopeville.

The Transportation and Public Safety Department is responsible for all aspects of road construction and maintenance including but not limited to: 

  • Street Sweeping & Litter Pick-up
  • Winter Maintenance of Roads & Sidewalks

  • Roadside Weed Maintenance & Bushing

Below you will find further information pertaining to specific applications for the Transportation and Public Safety Department 

A civic address, often referred to as a "fire number" identifies the location of a property. If you have a property that does not currently have a civic address issued, you can apply for one at the Township of Southgate office. Civic addresses are beneficial for property identification in the event of an emergency, when you call 9-1-1, the operator needs your civic address to send emergency services.

If you are constructing a new building on a piece of land that currently has no civic address, a building permit will not be granted until an entrance and civic address are in place. 

Your civic address may be different from your mailing address. If you don't know your civic address, or you require a new one for a piece of property, please contact our office.

The Township of Southgate requires residents and/or business owners to obtain an entrance permit for the following:

  • Construction of a new entrance (paved or unpaved)
  • Changing the design of an existing entrance
  • Changing the use of an existing entrance (e.g. from residential to commercial)
  • Construction of a temporary entrance or the use of any part of the highway right-of-way as a means of temporary access
  • Paving of an existing entrance

Entrance Permit Guidelines  

The Township of Southgate enacted a Mailbox Policy to provide residents with requirements for mailboxes placed in the right of way of any Township road. 

If you believe your mailbox has been damaged due to a Township error, please contact the Public Works Department upon discovery. The Township will only repair or replace mailboxes and mountings, if in the opinion of the Southgate Public Works Manager, damage resulted from an act of carelessness on the part of the Township. Please review the mailbox policy for further information.

Residents and/or Businesses that wish to move heavy items, load, objects or structures that are in excess of dimensional limits or weights as per the Highway Traffic Act must apply for a moving permit through the Township.

Parking on Township roads is regulated through our Parking By-law. Our By-law Enforcement Officer responds to any parking complaints or infractions within the Township.

During the Winter months, no parking in permitted on any roadways within the Township of Southgate between the dates of November 15th to April 15th from 12:00 a.m. to 7:00 a.m. for the purposes of cleaning road ways of snow.

There are four types of roads systems located in the Township of Southgate.

Provincial Highways
These roads are the responsibility of the Ministry of Transportation (MTO) and include highways 6, 10 and 89. Calls can be directed to the Owen Sound Office at 519-376-7350.

County Roads
These roads are the responsibility of Grey County and include Grey Roads 8, 9, 14, 23 and 109. Calls can be directed to 519-376-7337 ext: 1217.

Municipal Roads
These roads are the responsibility of the Township of Southgate and include all roads/sideroads with "Southgate" in the name, and, all common named roads in town/villages within the municipality. For questions relating to municipal roads, please reach out to this office at 519-923-3110 ext: 252.

Private Roads
Private roads are owned and maintained by individuals, groups of property owners, or businesses. They are normally found in private developments, waterfronts or cottages. 

Residents and/or businesses that wish to occupy or encroach on a Township road for a period of time must apply for an Occupancy and Encroachment permit through the Township.

The Township of Southgate has produced an educational booklet called "How to Share the Road with Our Horse & Buggy Neighbours" to encourage road safety within our Municipality. 

Load restrictions are typically put in place between March 1st and May 1st, depending on weather and road conditions. When put in place, the load restriction applies to all Township roads, regardless of where signs are posted. 

Under the Highway Traffic Act, Section 122, reduced load restrictions are placed on trucks to protect Ontario's highways during spring thaw, when road damage is most likely to occur.
